Parenthood Provisional Housing Scheme

First-timer married couples who require interim housing while waiting for their new HDB flat to be ready can rent a flat from HDB at below market rates under the Parenthood Provisional Housing Scheme (PPHS).

PPHS flats are primarily vacated Selective En-bloc Redevelopment Scheme (SERS) flats at selected sites, which are not needed for immediate land redevelopment and have no other interim uses. These unfurnished flats come retrofitted with basic fittings.

For more information on the application procedure and prevailing eligibility criteria, please visit HDB InfoWEB at www.hdb.gov.sg.

  • 1. What is the Parenthood Provisional Housing Scheme?

    The Parenthood Provisional Housing Scheme (PPHS) provides rental flats at selected sites to first-timer married couples, who need interim housing to support their family needs while they wait for the completion of their new HDB flats.

  • 2. Who qualifies for the Parenthood Provisional Housing Scheme?

    To qualify for a PPHS flat, a married couple must:

    (a) have signed the Agreement for Lease of an uncompleted flat offered under the Build-To-Order (BTO) or Sale of Balance Flats (SBF) exercise;

    (b) form a first-timer citizen household in the BTO/SBF application;

    (c) not be owners of an existing HDB flat, except if they are co-owners of the existing flat with other family members and undertake to relinquish their ownership in the existing flat within six months after taking possession of the PPHS flat.

  • 3. What are the citizenship requirements?

    The applicant must be a Singapore Citizen at the point of application for the PPHS or BTO/SBF flat.

  • 4. Are there age requirements?

    The applicant must be at least 21 years old at the point of application for the PPHS or BTO/SBF flat.

  • 5. Is there an income ceiling?

    There is no income ceiling for as the PPHS is intended to support the temporary housing needs of households who have booked an uncompleted BTO/SBF flat.

  • 6. I am waiting for my DBSS flat or EC to be completed. Why can't I apply?

    As the stock of PPHS flats is limited, the current priority is to avail them to married couples who have booked an uncompleted new HDB flat, and not buyers of DBSS flats or EC units.

  • 7. How can I apply for the PPHS?

    HDB will announce details of application exercises. For more information on the PPHS, please visit HDB InfoWeb at www.hdb.gov.sg.

  • 8. Why aren't the flats furnished?

    The PPHS flats will not be furnished but will come with basic lightings (fluorescent tubes) and water heater in the kitchen toilet. This is to keep rentals affordable and allow households the flexibility to purchase furnishings that suit their own preferences. For those who require assistance, HDB can provide a list of companies that they can approach to lease the furniture and appliances.

  • 9. Who are allowed to stay in the PPHS flat? How does MND ensure that the married couple is occupying the rental flat, rather than sub-letting it?

    Only applicants and occupiers who are listed in the same application for the new HDB flat and who are not owners of an existing flat can be occupiers of the PPHS flat.

    It will be made known to households at the point of applications and signing of tenancy agreements that they are not allowed to sublet the flat or bedrooms. Unauthorised subletting carries the following penalties:

    1. Recovery of PPHS flat
    2. Cancellation of their booking of the BTO/SBF flat
    3. Debarment period for application of subsidised HDB flat
    4. Financial penalties

    HDB will conduct regular tenancy inspections to ensure proper occupation of the PPHS flats .

  • 10. How long can I rent the PPHS flat for? What happens if my PPHS flat is required for redevelopment, but my BTO flat is not ready?

    You will be allowed to rent the PPHS flat until your new HDB flat is ready for occupation, subject to the availability of the use of the PPHS site. Should the site be required for redevelopment before your new flat is ready, HDB may allocate you another PPHS flat, if available.

    The durations of availability for the various PPHS sites will be disclosed at each application exercise. Applicants are advised to select a PPHS flat with a duration that best suits their needs.

  • 11. How does the Parenthood Provisional Housing Scheme differ from the Public Rental Scheme or Interim Rental Housing Scheme?

    PPHS supports first-timer married couples who need interim housing arrangements to support their family needs while they wait for the completion of their new HDB flats.

    Rental flats offered under the Public Rental Scheme are for low-income needy households who have no other housing options or family support.

    Interim Rental Housing flats, like PPHS flats, are for interim use, but Interim Rental Housing targets families in financial hardship who are waiting for or working out their long-term housing solution.
